The VA is able to meet its hiring goals by offering vets janitorial jobs, while maintaining a profitable union giveaway that favors current government employees for the majority of open positions.

According to the Daily Caller, the VA is currently advertising for 3,000 positions, some of which require multiple people each.

Only about 50 job ads, seeking approximately a few hundred workers, are accepting applications exclusively from veterans.
